Dr. Rosario Ricalde is a Research Faculty and the current Director of the  Philippine Newborn Hearing Screening Reference Center - the technical arm of the Philippines’ Department of Health in Implementing RA 9709 or the Universal Newborn Hearing Screening and Intervention Act of 2009. 

She is an ENT head and neck surgeon by profession with subspecialization in diseases of the ear, hearing and balance. She is a Clinical Professor at the Department of Otolaryngology-Head and Neck Surgery of the UP-Philippine General Hospital, a tenured research faculty of the Philippine National Institutes of Health and current secretary of the Philippine Academy of Neurotology Otology and Related Sciences.
